FY2027 · Adopted Budget · Fiscal Year 2026/2027

City of Albany, Georgia

Albany is the seat of Dougherty County in southwest Georgia — not Albany, New York. The city runs its own electric (Light), gas, water, sewer, stormwater, solid waste and telecommunications utilities, which is why its Utility Funds are the largest part of the budget. Every figure on this page comes from the city’s adopted FY2027 budget book.

About the figures on this page

Figures are from the City of Albany’s Adopted Budget, Fiscal Year 2027 (adopted budget book, 282 pages). All figures are adopted budget figures for FY2027 (2026/2027), not audited actuals. No audited (ACFR) figures are shown: the city’s Annual Comprehensive Financial Report for the fiscal year ended June 30, 2024 could not be read reliably for this page, so fund balance and debt figures are not published here rather than estimated.

Expenditures by fund group

The four fund groups below are the whole citywide total — their expenditures add exactly to $358,229,315. There is deliberately no matching revenue-by-fund-group chart: the book’s fund-group “Revenues” lines sum to $2,476,047 more than its citywide Revenues line, an inconsistency inside the adopted budget book itself (see Notes & disclosures). The two internal service funds are excluded here to avoid double-counting.

Internal service funds Excluded from citywide totals

Internal service funds charge the city’s other funds for support services, so their money is already counted inside the fund groups above. They are shown here for completeness and are excluded from the citywide totals to avoid double-counting.

Utility Internal Service Fund

Support departments for Albany Utilities: Utility Management & Board, Investigations, Utility Engineering, Public Information Office, HDD/URD, Distribution Operations Center, Vegetation Management, Administrative Services, and AMI System Operations. Its revenue is charged to the other utility funds.

Notes & disclosures

What this page shows, what it deliberately leaves out, and one inconsistency inside the source document itself.

  • Figures are from the City of Albany’s Adopted Budget, Fiscal Year 2027 (adopted budget book, 282 pages). All figures are adopted budget figures for FY2027 (2026/2027), not audited actuals.
  • No audited (ACFR) figures are shown. The city’s Annual Comprehensive Financial Report for the fiscal year ended June 30, 2024 could not be read reliably for this page, so fund balance and debt figures are not published here rather than estimated.
  • Internal inconsistency in the source: the budget book’s fund-group “Revenues” lines sum to $2,476,047 more than the citywide Revenues line ($335,743,855 vs. $333,267,808). Citywide figures on this page follow the book’s citywide summary; fund figures follow each fund’s own summary. All expenditure figures reconcile exactly.
  • The Utility Internal Service Fund ($18,179,433) and Fleet Fund ($5,034,604) are internal service funds; they are excluded from the citywide totals to avoid double-counting.
  • Supplemented Enterprise Funds (Transit, Flint River Entertainment Complex, Airport) budget expenditures of $27,971,657 against total revenue of $23,616,864 — Net Revenues Over Expenditures of −$4,354,793, as printed in the adopted budget.
  • The General Fund is balanced as adopted: total revenue and total expenditures are both $85,767,095.
  • Unofficial demonstration — not affiliated with the City of Albany.
